The Problem of AI Regulation Discussed

Recently a forum has been held on Google
Cloud Next, where very important issues related to the development of neural
networks have been discussed.
What is the main problem now? Certainly,
it's a legislation. Developers are afraid that one day the moment will come
when some AI segments will be banned and legislators are afraid to interfere in
this unknown, but rapidly developing area, so as not to harm.
After the March open letter of prominent
figures in the IT sector, which has now been signed by about 34 thousand
people, the problem began to be widely discussed not only in IT circles but
also at the government level. And in June, UN Secretary-General António
Guterres called for the creation of an analogue of the International Atomic
Energy Agency to regulate the AI development and use.
During the discussion at the forum, the
participants generally agreed that regulation is certainly necessary but it
must be done with surgical precision, otherwise this industry can be driven
underground or even completely ruined.
We came to the understanding that at
this stage it is necessary to convey as much information about AI as possible
to the public and the authorities. I agree with Christoph Rabenseifner, one of
the managers of Deutsche Bank, who called to convey to every person on Earth
that there is a neural network so that people are not afraid of this technology
(people are generally afraid of something new, remember the same first printing
houses that were smashed and burned).
Gibu Thomas, a vice-president of Estée
Lauder, was quite categorical in his speech, “The plans are simple. If the government tells us to stop, we will
stop.”
At the same time he noted the need for
AI startups to unite in the communities to prevent the use of AI for criminal
purposes. I agree with Thomas but here the problem is much wider. You can fight
when neural networks are abused by a private trader but what if the State does
it? If it is democratic then it is up to the citizens to decide if it is
possible or not, but what if the state is autocratic? It seems to me that there
are no options here.
